Power Reporting Deviation 34.8%

I'm having a extremely hard time troubleshooting a crashing issue. Having swapped 3 CPU's, 3 BIOS version, and 2 different brand RAM kits, Disabled XMP, reset BIOS, Reinstall Windows 11, etc etc.
I was encountering the error only while running productivity tasks such as Photoshop, Web Browsing, or tabbing out of a game but never while gaming.
Then I found I can replicate the crash 100% of the time by running OCCT 3D Adaptive Switch (Test will switch rapidly between two different states)
I was able to complete the 1 hour test with Core Performance Boost disabled on the 2600, otherwise it crashes within seconds or minutes.
I've suspected it being a power issue though I have a brand new Seasonic 850 Watt and a power hungry 7900 XTX which should be enough.

Error Source: Machine Check Exception
Error Type: Cache Hierarchy Error
Processor APIC ID: 3 (usually a different core, sometimes 3 different simultaneously.)

Troubleshooting steps so far:
ran sfc /scannow (which found NO errors)
ran DISM /Online /Cleanup-Image /RestoreHealth
ran CHKDSK /R /F
Fresh install of Windows (and installed all latest updates)
update chipset drivers
reset BIOS to optimized defaults and ran as normal
manually set DRAM speed and FCLK to XMP speed
Turned off XMP and ran speed 2400
enabled/disabled PBO in BIOS
update other system drivers using DriverBooster 8.1
completed MemTest86 4 hour run with no errors
Sent 5800X3D to AMD, installed Ryzen 2600
MORE RECENT 04/7-11/25
Swapped RAM to Non Trident
Disabled CState
Disabled ReBAR
Disabled Core Performance Boost
Enabled Core Performance Boost, set vcore to 3.1
Swapped CPU 2600 to a 3600
Moved GPU To 2nd Slot, Set PciE to Gen3




I've tried a Ryzen 5800X3D which I returned to AMD and have not received the replacement yet. In the mean time I ran a Ryzen 2600 - same errors. And I just installed a Ryzen 3600. Same errors.
I'm running JEDEC RAM timings with XMP disabled.

Ryzen CPUs for AM4 platform rely on external, motherboard sourced telemetry to determine their power consumption. The voltage, current and power telemetry is provided to the processor by the motherboard VRM controller through the AMD SVI2 interface. This information is consumed by the processors power management co-processor, that is responsible for adjusting the operating parameters of the CPU and ensuring, that neither the CPU SKU, platform or infrastructure specific limits are being violated.
