Is hwinfo64 more trustworthy than task manager?

The story is that recently I discovered a high cpu usage percentage on taskmanager of 55% or more when I play games.

Then I reinstalled Windows and tried again but still the same.

Next, I tried the nvidia app software and monitored the performance while playing and running the latest version of HWinfo64, the cpu was only 32-40% while taskmanager was still 55% or more.

So which side should I believe and is anyone else having the same problem as me?

But just to be sure. Can I ask if a 1-2% difference like in the picture is considered the same?

Of course. It's impossible for 2 different apps to sample such frequently changing statistics at exact time/interval.
