    You do have low power consumption. Its only 163W by average. The 251W is the average spike peaks not the avg power of the card.

    What game is this? Looks like its not consistently loading the GPU. Only 58.5% average GPU utilization. If GPU load has large fluctuations then I think its normal to have bigger spikes. I usually have 90+% average GPU utilization, so the load is more stable and so the power.
