Core Effective Clock VS Core Clocks

Hi,

I'm just wondering why in CPU intensive applications, such as flight simulator 2020, the Core Effective Clock indicates like 1.2-2.2 ghz while my Core clocks value is 4733mhz..

Can someone help me please ?
